Until now, the consulate has been particularly important for Russian citizens living in North Rhine-Westphalia, Hesse, Rhineland-Palatinate, Saarland, Baden-Württemberg and Bavaria.

Consular services are expected to be handled increasingly through the Russian Embassy in Berlin. However, it is not yet fully clear how Russia will organize passport applications and other consular matters after the closure.

This is already causing considerable uncertainty among many Russian citizens in Germany.

My Russian Passport Is About to Expire - What Should I Do?

If your Russian passport expires within the next few months, you should not postpone the issue.

You should first try to apply for a new passport in good time.

Keep evidence of all your efforts, especially:

• →appointment confirmations
• →waiting-list confirmations
• →emails from the consulate or embassy
• →screenshots of unsuccessful attempts to book an appointment
• →replies from Russian authorities
• →proof of already submitted passport applications

These documents may later become important if you need to prove to German authorities that you genuinely tried to obtain a new national passport.

My recommendation: Start documenting every attempt to obtain a new Russian passport now. If it later becomes impossible or very difficult to obtain a new passport, these records may become important evidence.

Should I Apply for German Citizenship Now?

For some Russian citizens, the answer may be: yes, it is worth checking now.

This is particularly relevant if you have already lived lawfully in Germany for at least five years and intend to remain in Germany permanently.

Naturalization under Section 10 of the German Nationality Act generally requires several conditions to be met.

These include, in particular:

• →generally at least five years of lawful habitual residence in Germany
• →clarified identity and nationality
• →a residence status that qualifies for naturalization
• →generally being able to support yourself financially
• →sufficient German language skills
• →knowledge of Germany's legal and social system
• →generally no serious criminal convictions

Whether these requirements are fulfilled in your case depends on your individual circumstances.

Particular care is required in cases involving self-employment, Bürgergeld, unusual residence permits, previous criminal proceedings or problems with identity documents.

Why Is a Valid Russian Passport Important for German Citizenship?

One of the central issues in every naturalization procedure is proof of identity and nationality.

In its judgment of 18 December 2025, the German Federal Administrative Court once again emphasized that identity should generally first be proven by means of a passport.

If a passport cannot be obtained or obtaining one cannot reasonably be expected, other documents and, in some cases, further forms of evidence may be used.

This means:

An expired Russian passport does not automatically prevent naturalization.

However, a valid passport can make the procedure significantly easier.

Even if the application is submitted while the passport is still valid, this does not guarantee that the authority will not later request updated documents.

Can I Obtain German Citizenship With an Expired Russian Passport?

Yes, this can be possible.

The decisive question is not simply whether your passport is still valid. The key issue is whether your identity and nationality can be reliably established.

If a new Russian passport cannot be obtained, or can only be obtained with considerable difficulty, it must be examined what other documents are available.

Depending on the circumstances, relevant documents may include:

• →previous Russian international passports
• →Russian internal passports
• →birth certificates
• →other official documents
• →additional identity documents

Which documents are sufficient must be assessed in the individual naturalization procedure.

Another important question is why no new passport was obtained.

A person who simply made no attempt to obtain an appointment is in a different legal position from someone who can show that they tried for months to obtain a new passport.

From practice: "An expired passport is often not the main problem. The real difficulty arises when there is no current passport and there is also no clear documentation showing why a new passport could not be obtained."

Will the Consulate Closure Lead to Faster Naturalization?

No.

There is no special legal right to expedited naturalization merely because the Russian Consulate General in Bonn is closing or because your Russian passport is about to expire.

The citizenship authority must still examine whether all legal requirements are fulfilled.

However, the current situation may be a good reason to finally prepare a naturalization application that has already been planned for some time.

If you already meet the requirements, continuing to wait often provides no real advantage.

Do I Have to Give Up My Russian Citizenship?

Under current German nationality law, giving up your previous citizenship is generally no longer a requirement for naturalization under Section 10 of the German Nationality Act.

Germany generally permits multiple citizenship.

From the perspective of German law, Russian citizenship can therefore generally continue alongside German citizenship.

Any additional consequences under Russian law must be assessed separately.

What Happens to My Residence Permit if My Russian Passport Expires?

An expired Russian passport and a German residence permit are legally different documents.

The expiry of your Russian passport therefore does not automatically mean that your existing residence permit expires on the same day.

However, German immigration law generally requires foreign nationals to hold a valid passport.

If you are unable to obtain a new Russian passport, you should therefore review at an early stage what evidence may be required by the immigration authority and what alternatives may be available.

Under certain conditions, a German travel document for foreigners - Reiseausweis für Ausländer may be considered.

However, this generally requires that a national passport cannot be obtained in a reasonable manner.

3. Keep All Identity Documents

Keep both old and current Russian passports as well as any other official identity documents.

4. Do Not Wait Indefinitely if Your Citizenship Application Is Already Pending

If your naturalization application has already been pending for many months or even years, it should be reviewed whether a lawyer's formal status request or an action for failure to act may be appropriate.
